The success of organizations depends more on knowledge assets than physical assets. Knowledge management transforms the organization into a knowledge-based organization, thus institutionalizing the importance of knowledge in all the organization's processes. This research investigates the role of knowledge management in improving the performance of the Tehran Municipality. In this way, according to the organizational scale of Tehran municipality, which has organizational levels including line and staff (22 urban areas, affiliated organizations and companies, specialized vice-chancellors) in its strategic and functional areas. Therefore, qualitative data were collected using the available information and documents related to establishing knowledge management and descriptive strategy, Then quantitative data was collected using questionnaire tools and survey strategy. By using the method of thematic analysis, 13 upstream documents of Iran's administrative system and ten management standards and frameworks were reviewed and analyzed for the necessity of implementing knowledge management solutions therefore the infrastructures for establishing knowledge management in the Tehran municipality were identified. Based on the results, the components of upstream documents affecting the establishment of knowledge management in Tehran Municipality are communication, knowledge-based governance, technology, knowledge creation, futurology, culture, human resources, organizational processes, and knowledge processes. Also, knowledge management barriers are divided into eight sections: technological barriers, cultural barriers, management barriers, organizational/structural barriers, human barriers, content barriers, implementation barriers, and legal barriers.

Focusing on knowledge sharing and knowledge application is one of the components of knowledge management, which is to reveal the hidden knowledge of individuals and transfer it for use and application to other people. Moving towards knowledge-based in today's world and achieving competitive advantage in organizations, knowledge sharing has emerged as an important category. On the other hand, the application of knowledge is considered one of the main factors of competitive advantage in various enterprises, organizations, and companies. The application of knowledge is the process of knowledge sharing in the production of goods and services and organizational actions to create value. An organization that can institutionalize knowledge in different departments and among its employees and uses the knowledge created and the experiences of its employees properly will be able to maintain or ascend its position in today's developing world.The present study examines the concepts of knowledge, knowledge sharing, factors affecting sharing, knowledge application, and the relationship between knowledge sharing and application. Purpose: This study aimed to identify and study the features and capabilities of common knowledge management software and its components in Iran. Then, a suitable model for producing knowledge management software for Iranian companies and organizations was presented.Method: This study is a two-dimensional (basic-applied) research in terms of purpose and documentary-library research in terms of the method of collecting information. The statistical population is all knowledge management software, the number of which is unknown. A total of 12 common and widely used softwares were selected by available methods. Colaizzi's descriptive phenomenological approach was used to analyze the content. Validity and reliability were used through 4 criteria of credibility, reliability, verifiability, and transferability.Findings: As a result of content analysis of sites related to knowledge management software, 120 categories or initial code and 40 indicators or final concepts were identified. After screening and refining the initial codes and indicators, the number of initial codes was reduced to 83, and the number of final indicators or concepts to 27 concepts.Conclusion: In the study, several common knowledge management software in Iran have been identified and their modules have been studied. Considering the culture, structure, and needs of organizations, and also considering the challenges faced by the knowledge management process in the organization, a suitable model for providing knowledge management software has been provided.
